Without an independent investigative team, any so-called "thorough investigation" is nothing more than a sham. Destroyed surveillance footage, dormitory staff who have been bought off, and police officers who stall the opening of a case—such critical evidence will never be unearthed from within a local web of vested interests. Only an independent investigation that completely bypasses local power structures and operates under the direct supervision of the highest judicial authorities can truly expose every perpetrator and enabler involved.
