Indian Government Proposes Mandatory SIM-Linking for Apps Like WhatsApp and Telegram

In a major policy move aimed at strengthening digital security, the Indian government is preparing to enforce new rules requiring popular messaging apps such as WhatsApp, Telegram, Signal, and other OTT communication platforms to remain linked to an active SIM card at all times. The directive places these apps under a telecom-style regulatory framework, treating them similarly to traditional communication services.

According to officials, the proposed rule mandates that the SIM used during account registration must stay active on the device for the app to function. If the SIM becomes inactive, removed, or replaced, the user may be automatically logged out until the original number is verified again. The government argues that this measure will curb identity masking, online fraud, impersonation, and misuse of dormant or foreign numbers for unlawful activities.

The new policy also introduces fresh restrictions for web and desktop versions of messaging apps. Under the proposal, users may be required to re-authenticate their identity at regular intervals to ensure that their linked mobile number is still in use. This is expected to tighten verification and reduce the risk of cloned accounts or unauthorized logins.

While the government frames the move as an essential step toward safer digital communication, the proposal has triggered debate among industry players and users. Many worry about the inconvenience it may cause for people who frequently change devices, travel internationally, or use Wi-Fi-only tablets and laptops that do not contain SIM cards. Businesses that rely heavily on web-based messaging platforms also fear disruption in daily communication workflows.

Despite the criticism, authorities maintain that stronger accountability is necessary to combat rising cybercrime. The rule is expected to come with a fixed implementation timeline, after which platforms will be required to submit compliance reports.
